Following the events of Zootopia 2, the city stands at a historic turning point. With Gary the Snake’s reforms finally bringing long-overdue recognition to reptiles, the balance of power in Zootopia has begun to shift. Now, a new force rises from beneath the surface: the long-ignored fish of Zootopia, once treated as little more than food, have declared their own monarchy under a mysterious Queen of the Deep. Demanding sovereignty over the city’s waterways and recognition as a political power, the aquatic uprising threatens to plunge Zootopia into unprecedented chaos.

As tensions mount, the city faces crises on every front. The mammals’ industries collapse as the seafood supply halts overnight. Territorial disputes erupt over rivers, harbors, and canals. Radical factions within the fish movement call for revolution, while others seek uneasy diplomacy. 

Delegates will take on the roles of powerful figures across Zootopia’s fractured political landscape: government officials, activists, monarchists, industrial leaders, and… the mafia. Assassinations, environmental disasters, political coups, and the looming threat of war threaten to consume the metropolis.

Will Zootopia adapt to this new world of equality, or will the city drown beneath the rising tide?
